It doesn't affect the server directly. Someone with a high ping will look (to other players) like they're jumping and stuttering across the map, because their computers are not supplying the server with their location and other information as often as is necessary to make their motion smooth.
But it is not cheating or hacking if someone uses ping masking to circumvent our maximum latency of 250 ms. Doing so gives a player no advantage -- it actually is a disadvantage to that player, since it does nothing to change their true latency.
Also, ping is just one of many factors that can influence a player's lag. Someone can have a very low (real, not masked) ping, yet still have bad lag. Conversely, someone can have a moderately high ping (say 150-200 ms) and not experience any severe lag.
If you see someone who is lagging bad (regardless of their ping) and it is affecting gameplay for others because they are jumping and stuttering across the map, you can kick that person. Be sure to note the reason so the player knows why they were kicked.
